Bengaluru, Feb 6, 2026:
The Karnataka High Court on Thursday dismissed a public interest litigation (PIL) challenging the revised alignment of Bengaluru’s proposed Metro Orange Line, holding that decisions related to route planning and infrastructure design fall within the domain of urban development authorities.

The court, however, advised the authorities to give due consideration to environmental impact assessments while implementing the project.

Court Declines to Interfere in Planning Decisions

A division bench observed that metro alignment involves complex technical and policy considerations, including engineering feasibility, commuter demand and long-term urban planning objectives. The judiciary, the bench noted, cannot substitute its judgment for that of expert bodies entrusted with such responsibilities.

The court clarified that unless a decision is arbitrary or in violation of statutory provisions, it would refrain from intervening in infrastructure planning matters.

Environmental Impact Must Be Considered

While dismissing the petition, the High Court acknowledged the environmental concerns raised by residents along the revised corridor. It directed the concerned authorities to examine the environmental impact reports submitted by the petitioners and ensure that ecological aspects are duly factored into project execution.

The bench emphasized that development projects must strike a balance between public interest and environmental protection.

Residents Challenged Revised Route

The PIL was filed by a local residents’ association opposing the change from the originally proposed alignment along the Outer Ring Road stretch. The petitioners argued that the new route passing through residential and commercial zones would result in large-scale tree felling and displacement of homes and business establishments.

They also contended that alternative alignments with lesser environmental and social impact were not adequately explored.

Authorities Defend Realignment

Metro authorities maintained that the revised alignment was chosen after technical studies and consultations, and that it would improve connectivity and passenger access. They submitted that the decision was based on feasibility, traffic integration and future transit needs of the city.

Significance of the Ruling

The judgment reinforces the principle that courts will not interfere in technical infrastructure decisions unless there is clear illegality or procedural violation. At the same time, the order highlights the importance of environmental due diligence in large urban transport projects.

With the dismissal of the PIL, the Metro Orange Line project is expected to move forward as planned, subject to compliance with environmental and regulatory norms.
